ANALISIS FORMULASI DAN IMPLEMENTASI KEBIJAKAN PERATURAN DAERAH NOMOR 7 TAHUN 2008 TENTANG INISIASI MENYUSU DINI DAN ASI EKSKLUSIF DI KABUPATEN KLATEN

Abstract

Early   Breasfeeding   Initiation   and   Exclusive Breastfeeding is a breakthrough in efforts to decrease mortality Newborns and form generation of higher quality. Klaten Regency is the first regency in Indonesia which is successful in launching IMD law and exclusive breastfeeding. In a reality,  Regional Regulation Number 7 Year 2008 has not been supported by regional head’s regulation to support the implementation. The purpose of this study is to analyze the policy formulation and implementation Regional Regulation   Number   7   Year   2008.   The   research   was conducted in May-July 2011. This study is a qualitative research. Data was collected through indepth interview method. Subjects were as many as 9 people stakeholders drawn  purposively.  Data  processed  by  content  analysis.

The results showed that the policy formulation process begins with a public issue to become policy issue with the socialization of health professionals and the public and promotion  in  a  number  of  mass  media.  Mobilization  of support   and   the   presence   of   advocacy   and   coalition conducted to establish the next step which    is continued to the Law Department. After proceed in Section Executive then it was submitted to Section Legislative to be discussed and decided to become Regional Regulation. The implementation of Regional Regulation has been running with a group of supporters of  breastfeeding, forming 4 Baby Friendly sub districts, no sponsors milk formula in health activities, hold the black flag in front of BPS that does not comply with the law and the existence of a central referral hospital support lactation. The conclusion of this study is the formulation of Regional Regulation has been run in accordance with the rule of  law reign. Although there is no Perbup, implementation has been run on the internal Public Health Service. Implementation is still not optimal yet Perbup legalization.  Suggestions  for  Public  Health  should immediately  be  made  perbup  Klaten  and  in  collaboration with   other   sectors   so   that   the   implementation   of   the legislation is more extensive and thorough.

 Inisiasi Menyusu Dini dan ASI Eksklusif merupakan upaya terobosan dalam penurunan Angka Kematian  Bayi  baru  lahir  dan  membentuk  generasi  yang lebih berkualitas. Kabupaten Klaten merupakan Kabupaten pertama di Indonesia yang berhasil meluncurkan Perda IMD dan ASI Eksklusif. Kenyataan yang ada Perda Nomor 7 tahun 2008   belum   didukung   oleh   Peraturan   Bupati   untuk mendukung pelaksanaan Perda. Tujuan penelitian ini adalah menganalisis formulasi dan implementasi kebijakan Perda Nomor 7 tahun 2008 tentang IMD dan ASI Eksklusif Kabupaten Klaten. Penelitian ini merupakan penelitian kualitatif dengan pengumpulan data melalui wawancara mendalam terhadap subyek penelitian sebanyak 9 orang stake holder yang dipilih secara purposive dan dilaksanakan pada bulan Mei - Juli 2011. Data diolah dengan content analysis. Hasil penelitian menunjukan bahwa proses formulasi kebijakan diawali dengan membuat masalah publik menjadi issue dengan sosialisasi kepada tenaga kesehatan dan masyarakat serta melakukan promosi ke sejumlah media massa.  Mobilisasi  dukungan  serta  adanya  advokasi  dan koalisi dilakukan untuk memantapkan langkah berikutnya yaitu melanjutkan ke Bagian Hukum DPRD Klaten. Setelah berproses di Bagian Eksekutif kemudian Raperda diajukan kepada DPRD Kabupaten Klaten untuk dibahas dan diputuskan menjadi Perda. Implementasi Perda IMD dan ASI eksklusif telah berjalan dengan adanya Kelompok pendukung ASI, dicanangkannya 4 Kecamatan Sayang Bayi, tidak ada sponsor  susu  formula  dalam  kegiatan  kesehatan,  bendera hitam di depan BPS yang tidak mematuhi Perda dan adanya dukungan RS menjadi pusat rujukan laktasi. Kesimpulan penelitian ini adalah formulasi Perda telah berjalan sesuai dengan tata hukum pemerintahan. Walaupun belum ada Perbup, implementasi telah berjalan di internal Dinas Kesehatan. Implementasi Perda masih belum optimal dengan belum disahkannya  Perbup.  Saran untuk  Dinas  Kesehatan Klaten perlu segera dibuat perbup dan bekerjasama dengan sektor lain sehingga implementasi Perda IMD dan ASI eksklusif lebih luas dan menyeluruh.
